Well the temperature if prefect for a chin (never over 75°)! I think no windows is fine..you're actually never supposed to put a chin in direct sunlight. Maybe put a small light in there so it's not so depressing, or even a TV or radio and turn it on every once and awhile to get something...

I think a better plan would be to just sit in front of his cage. Talk to him or read something out loud to him. This way he will realize you aren't scary and aren't trying to hurt him. Also, trying to make him eat a treat out of your hand will gain trust.
