Someone who owned one of my chins had these symptoms from a hair ring. The chin did not have any other problem and recovered after the hair ring was removed. However, as Dawn said it could be dental problems. Since you can check for hair rings yourself it certainly is worth doing.

Chins can die from hair rings and will stop eating if they are in pain.
The first couple of days kits often loose a gram or two. It sounds like the kits are doing well since one has gained and the other hasn't lost weight. Mom's milk may not come in fully for a few days. I would not hand feed at this time. Hand feeding should be avoided because nursing...
I agree with the above. It doesn't sound like your chin is doing well. He is probably in a lot of pain. Root elongation is very painful. You've done all you can for him. I wouldn't allow him to suffer any longer. I'm so sorry.
I would free feed them. Allow them as many pellets as they want. This is what is recommended for chins. Ignoring hay will diminish as they become accustomed to having the new feed all the time.

He doesn't need to see an emergency vet. Schedule an appointment with a chin experienced vet. You might try washing it out with human saline eye drops to see if that helps. There may be something irritating the eye causing it to water.
Is he eating and drinking normally? If so I would give him lots of timothy hay and watch him closely. I don't think testing for toxicity is needed at this point. The fact that he continues to poop is good. Be sure he is drinking lots of water.

Her ears are normal. Beige chins ears usually have freckles and irregular edges are common. Some folks use udder cream I think you can get it at walmart for dry ears. Her ear doesn't look too dry to me. Looks more like she has chin dust on it. It gets built up over time. It's hard to tell...
