I have had my boys for about 3 weeks now, and I'm not sure what kind of white Rocket is. I had been referring him to a mosaic, but I'm not sure if he is. What do you think?

A white is a white is a white. Mosaic is fine. All the other terms usually refer to genetics so that it is more apparent what genes the white is carrying.

Yes, I call all my whites "whites" regardless of pattern or lack thereof. The terms such as "silver," "mosaic," "predominantly white", "extreme mosaic", "reverse mosaic," are all terms I've heard used to describe the patterning and appearance of that white chin. But genetically, a white is a white. It just happens to be an incomplete dominant gene that can result in all sorts of variations of patterns.
