Strange question help please!

So my seven month old male chinchilla has what appears to be a black spot on his penis? He had it out when I just got home and I was worried since I haven't checked him yet and thought now was best time. It looks normal except there's what appears to be a black dot on it. Could this be a birth mark or a blood vessel popped? Or is this something serious?

It's normal and healthy. What you're seeing is a little extra pigment in his skin right there. It's more like a birthmark than anything else. Nothing to worry about and a lot of chins of all different colors have this.
