the chin room now says low humidity I think it's around 30..
do I need a dehumidifer at all? if I get one would it make the temp go down? the room is at 70 right now and I'm hoping if I get one for their room it will also help with the temp? can anyone tell me what they think?

A dehumidifier usually adds heat as that is how the process works to pull the water out of the air. Any thing under 40% I would not worry about but dryer is better.

how can I make the temp go down 5 degrees? I can't turn it down bc I live with other people and they will flip out.. any suggestions on how to make the room cooler?

70 degrees at 30% relative humidity is pretty comfortable for chinchillas. If you can keep it right around that temperature without much more humidity, it will be just fine. In the Spring and Summer as it heats up and gets more humid you may need to think about running the air conditioner.
