I just finished using my bag of shavings and have bought my chinchilla a new bag of Great Choice Aspen Wood Shavings, however, he seems to be pigging out (eating) it a lot, are there any risks or is it perfectly normal?
 
Nibbling on shavings is perfectly normal. Have you used aspen before? And what is "a lot?"
 
We use shredded aspen bedding and ours will nibble on it too. We have a 6 month old that has a wooden house that he has almost devoured.
 
YES! My chins always nibble as soon as I change the shavings. They love it.. lol
 
If the hay is dry and kept in a cool, ventilated and dry area and free of mold, I would keep it for about a year as long as the chins are still eating it.
