You don't have to rehome him, only accept him as he is. It may simply be who he is and has nothing to do with you. If you rehome him, the situation may still be the same and I can only wonder how many times he will be rehomed for not being accepted for what he is. Bond with the two others and...

The dosage is .05ml per 100g for chins. So at .3ml you are in the range since he is close to 500g. The extra .05ml is most likely because of the amount of pain he may be in.

Sounds like fungus. But without the picture difficult to say for sure. Either way, will not hurt for him to get dust baths daily with a fungus powder in it daily till it is all well. I use Tinactin, 1 tablespoon per cup of dust.
