I have repainted our metal pans with Rustoleum gray spray paint. Haven't had an issue. That being said, not sure about the bars, as they would have access to being able to chew them.
No, those would not be safe to use in a chinchillas cage. You can order fleece liners with a third fleece layer (we make those to order) if you want an extra layer.

Side note, Bass Equipment will make metal pans that will fit the Feisty Ferret cages if you give them a call. I own a few myself and love having metal pans and not having to keep the chins on the wire bottom.
Kittens are born with their eyes and ears closed. They don't open until they are about a week or so old. I wouldn't force anything open and if you are that concerned you should take the kitten to the vet.
Could just be the change in food for her and the kits. Oxbow is a good brand, most chins love it so I wouldn't worry there. As long as everyone is behaving normal I wouldn't give it to much worry.

Oxbow comes in 25lb bags if you can get your feed store to order it. Used to come in 50lbs but was told they just recently discontinued those and went to only 25lbs. A 25lb bag costs me about $30 and some change.

Very simple problem to deal with. Document all damage, email and call both companies with information. Did you use Paypal or a CC to purchase the cage? Ebay? If you used any of these companies also let them know that your item was defective and not as described.
