The FN's are great cages. There is a whole thread devoted to FN cage set up's you should check it out to see what Smokey needs for his cage. You need to get rid of the ramps because his feet can get caught and then his could get a broken leg. You'll also want to get the Bass Equipment pan or pans for the cage to hold the shavings or fleece liner.
Also the best thing for chinchillas is a water bottle and not a water bowl. With a bowl they can jump in it or tip it over and get wet which could then cause fungus which is not good for chins.

Looks nice, Just as a heads up, people are going to come and tell you that you need to take the ramps out....the spacing between the bars on the ramps can cause a chin to get their foot caught--and possibly broken. The alternative is to cover the ramps with fleece.
Same goes for the plastic trays....he could chew that up (even if he doesn't now, he could start doing so later), so you need to remove those as well and exchange them for metal pans or big hammocks w/some wooden ledges on the sides of the cage (so he doesn't fall too far and hurt himself). Or, as mentioned before, cover them in fleece (because chins rarely chew on fleece).
