I was wondering if those salt spools they sell are chin safe chew toys?

Nope. Chins don't need them. They should be getting all the nutrients they need in a good quality pellet.

Are they harmful though? Louey enjoys his and he has barely makes a dent in it in 4 months so is it OK?

Chins should not be given salt or mineral wheels ever. They do not need them. The mineral wheels can actually cause bladder stones. There are many alternatives for hard chew toys.
