New Chin Top or Bottom?

Sometime fairly soon-ish I'd love to get my Elsa a chin friend. I've been researching introduction methods and of course I know about the 30-ish day quarantine period. I'm wanting to get another chin from the same person, so hopefully that would cut down the risk of any diseases too.
Unfortunately my room (Elsa's room really) isn't big enough for 2 cages, but soon I'll be upgrading to a triple unit FN. My current plan is to keep the new chin in 1 unit and Elsa in the other 2 since that's about how much space she has now. Also I'd like to get a baby this time, so it being in a single unit shouldn't be an issue on space.

What I'm getting at is would it be better to have Elsa in the top 2 units and the baby in the bottom 1, or baby in the top 1 and Elsa in the bottom 2?
 
The problem is that Ferret Nation cages have spacing that is too wide for baby chinchillas. They will be able to fit through the bars, and fall (potentially to their death). I would say the baby chinchilla would need to go on the bottom level for that very reason. You'll also need to get something to cover the bars so the baby chinchilla can't get out. I could be wrong, but I think I read that the Ferret Nation and Critter Nation cages are interchangeable, so you could actually get the third level as a Critter Nation addon instead. The Critter Nation cages have smaller spacing that the baby chinchillas wouldn't be able to get through. The only problem with that is the fact that 1/3 of your cage will look different than the other 2/3 of the cage.
 
Oh yes I forgot to mention that if I do get a baby, whether it's on top or bottom, I'll find some sort of metal mesh to wrap around its part until its too big to fit through the bars. Also I won't put them together until that point that way I know it won't escape and get into anything harmful.
 
If you know that it won't escape then I would think it would be easier just to put it on top. If there is zero risk of falling then, as far as I know, it doesn't matter. That said, if you have any doubts at all about the chinchilla being able to get out then put the baby chinchilla on the bottom.
