I have some ideas what it might mean but I would need to know who was saying this and to whom it was said to. Is it in regards to a married couple, is it from a parent to children? I need to know a little more before I tell you what I think it means.

Maybe it's the pessimist in me, but it seems like some sort of manipulation for control.

You give someone the freedom to explore their life and they will return to you because you don't make them as vulnerable as life does. They look up to you and follow you because you are a source of structure which they lack in life. Thus, you control them. Muahahahha
