Well, we made some liners for Lexie and this is what happens....

The first picture shows her sleeping under her liner under her tent, and the second one is the constant fleece lump we see wandering around her enclosure. The third one is just cute!

Luckily she comes out to poop and pee!

If she has lived on substrate bedding, give her time. I've taken in a couple of rehomes now that lived on substrates and burrowed under the liners. Once they lived with them for a while the burrowing stopped.

In the mean time you can always try to put items around the edges to discourage her from getting under it.
 
I have a wandering fleece lump too. After a few minutes of wandering, my fleece lump settles in one place. Sometimes, my fleece lump wanders toward a food dish and makes crunching sounds. Other times, it makes a light huffing noise. Twice a day, I talk to the lump, lift the fleece, and find a hedgehog!
