How do these cages look?

Both seem to be within the minimum size limit for chinchillas, so either should work. However, if you look at the size of the second cage minus the stand it's actually smaller then the first option. The first cage linked is a little larger then the single unit ferret nation cage, which is large enough for a single chinchilla, so I'd go with that.

I have a cage almost exactly the same as that second link (Before I got my critter nation cage). I actually liked it a lot! The only problem I found with it is the doors are kind of small, but it wasn't a super huge issue. I think either would be good, but if I had to choose, I would go with the second one. For chins, I think taller is better.

the first one looks to be about the same size as a single level ferret nation, which is perfectly suitable for one chin size wise. but that teensy little door is going to make cage cleaning a pain in the tookus!

the second one is bigger, and the doors are better suited for cage access, but you would either have to remove the floor grate or cover it somehow.

for the space you get, i'd say the second cage is a much better deal.
