I only check my boys when they are spending too much time grooming that area. I think hair rings are more of an issue with breeding chins. In the last 6 years I've taken one hair ring off of one of my chins and it was after he got a little too friendly with his cagemate.
 
Hair rings can also come from males humping males and fleece liners. You usually do not need to start checking until they are about 1 year old. As previously mentioned, if they start spending a lot of time cleaning the area, they need to be checked, just to be safe, regardless of their age.
 
Boy chins can get rings young and single males can get them all the time, my youngest was a couple of months old, my most frequent got them daily for months.
