How hot is it where he is kept? Chins are very sensitive to the heat. If it is not too hot has anything changed recently? Best advice though is if he seems sick take him to a vet asap!

I agree with Laura, it does not matter at this point if the chin got hot or if something changed, when chins are lethargic its a medical emergency and the forum can't help. Usually lethargy is one step away from death.

I agree get the chin to the vet asp. If the temps were high and there was no AC tell the vet that
