I usually expect most things safe for other pets to be safe for chinchillas, but it's also better to be safe than sorry. Most would suggest using hydrogen peroxide or vinegar to clean.

Lysol had phenol in it and should NEVER be used about animals

No, do not use lysol. I never use any chemicals around my chinchillas, espeically in their cage. A vinegar/water mixture is a good cleaning solution and works just fine. Vinegar is wonderful at getting rid of smells.
