i've read somewhere that bird sticks are a good chewing toys for chins.
is it true?
can i give my 3months old a bird stick to play with and chew on?

If you are talking about stick perches (or chew toys) they sell for birds then yes, so long as it's chin safe wood. Some people even buy wooden bird toys for their chins since they tend to be a little cheaper, more options, and go on sale more if buy from the pet store.

its birds stick for canaries and it contains :seeds, cereals, honey, various sugars,fruit(1,8% elderberry, cranberry, rose hip)bakery products ,oils and fats perservatives colourants

No, I would not give that to your chinchilla. They do not need seeds or most of the other things listed.
