Is a 13" flying saucer wheel big enough for a chinchilla?

No, 15 inches is needed. Have you read the basics about getting a wheel? Those cheap plastic or wire mesh ones will not work for chins. Go with a bucket wheel, chin spin or flying saucer.

A 13 inch FLYING SAUCER is fine if it is made of metal. The plastic ones do not hold up and are a chew risk. Traditional wheels need to be at least 15".

Yes it was a metal flying saucer wheel someone had on ebay but I wasn't sure if 13" was too small. They sold it anyways.
