There are different types of panels - the thick particle board ones (HEAVY) - these are structural. Then there are the 1/8 inch ones that are also melamine covered - typically used in shower installations - that are very light and need some structural support. IMHO no one should be using that...

If you want to build an enclosed cage (I love them myself) you want to avoid the melamine covered particle board. HEAVY stuff, hard to work with. Instead, I build a wood frame and line it with the melamine panels (1/8" thick). You might have to look for them, but they should have them at Lowes...

You'll almost certainly want to build a wood frame, as working with stiff (high gauge?) wire takes specialized tools to work with. It's much easier to customize with a wood frame - probably with tools you already have. The only disadvantage is that the wood probably has a shorter lifespan...
