Ladders are an accident waiting to happen no matter what angle or direction you place them. You could cut it into pieces for chewing but, that's about it.
Also, you underestimate the determination of a chin to chew things. That plastic pan is not as large as the cage below it. That means the bottom edge of that pan is exposed.

Your chin will still be able to chew the plastic from the bottom cage. Also, the metal grate in the middle cage looks like the type that has long spacing perfectly sized for chin feet/legs to fall through and get stuck/broken.
