soft hay?

I got a bag of oxbow hay at the petstore the other day. It is nice and green with alot of brown mixed in, but the green pieces look really nice. But, the hay is really soft feeling. It is not hard and have the snap to it that i've always seen with the hay. Is this normal for hay, to be soft and really squishy almost feeling? It has a strong sweet smell to it. I havent given it to him yet.
 
It's probably a third cut hay, which is less of the stems and more of the leaf. Or if it's orchard grass, that type tends to be softer.

With hay companies such as Oxbow, you don't get to pick what cut of hay you get in the bag so it can differ from bag to bag depending on when the hay was cut. Some companies (like Kleenmama's) you can choose which cut you get.
 
it's western timothy. By leaf do you mean the fuzzy part on top?
 
No, I mean the leaf part of the stalk. It's more flat and soft. The part you're talking about is probably the seed head or something similar to that.
