barley, flax seeds, oats

My friend's dad owns a feed store and he gave me bags of steamed rolled barley, oats, flax seeds, and wheat heads. He said it was for horses, and he says its organic but I can't be sure because I don't know the brand. Are these all ok to give to my chinchilla?

They are ok in very small quantities. All are weight builders and will cause obesity very quickly. The flax seeds are pretty much useless unless you crush them and they will go rancid so make sure they don't smell. Same with the wheat heads, they must be stored in a cool dry place after harvesting. By wheat head, do you mean the entire head with spines and all? Horses don't normally eat those. Chins can though.
