if they go after one another what is the best way to break it up with out hurting them? throw a towel over one of them?

So I have 2 boys that I've been wanting to put in the same cage for some time now. I've had their cages about 8" away from each other and even after 4 months, they still fight!! they're constantly chattering and bouncing around trying to get at one another. Am I doing something wrong...

If you have a spayed female and a not neutered male in one cage together is it the same introduction procedure to introduce another male into the cage? Will the hormones still get the best of the 2 males even though she cannot breed? I've only introduced same sex to same sex, never anything...
