One thing I would add is having money set aside for any possible medical issues as well so you can afford veterinary care. Chins are unpredicatable in that sense and can rack up some expensive vet bills.

I put your 'final' list in your first post as having all these lists was really cluttering the thread and were confusing.
 
That wheel says that it's for chinchillas, but it's not really big enough or sturdy enough. They can live without a wheel if you are going to be doing outside the cage playtime, otherwise there are other better wheels. When you put it all in a list like that with the prices it seems like so much! My boys have pretty much most of that stuff or similar, I can't believe I spent that much, or more!

The reason I need a wheel is because I can't have much out of the cage play time. I wanted to get the saucer wheel thing but its plastic and I know they can't have plastic. Although I did just have an idea of getting a custom made fleece cover for the saucer. would that work? or do you have a better idea for what I can use?

I didn't see any wood on your list, did I miss it? Apple or pear sticks are usually popular. If you're buying rosehips from Ronda she can help you out with a starter pack. Also, 2 out of my 3 chins don't like the rose hips, they'll eat either rosebuds, rose petals, or the crushed hips. You may need to experiment a bit. It looks like you've really planned it out!
 
Nice list and yeah it really adds up fast. You might think about switching the dust to Blue Cloud. Kaytee dust isn't as good. Also the ceramic dust bath is the wrong shape and size for a chin to effectively bathe in. It makes a cute cage decoration though.

I know some people just use the heavy, glass (Pyrex?) baking dishes. It's a little messier than an actual "house," but it works just the same.

I am trying to avoid open top dishes as well because my mom doesn't want there to be a huge mess from it. If I had the money to buy everything and also if it was my own place then I would have changed a lot and would not be as strict about what I can and can't get.
 
All the safe chin wheels are $50+ and then the cost of shipping. The cheaper ones aren't worth getting. A wheel isn't a necessity, if you don't have one, its not the end of the world. I've gotten most of my wheels used - sometimes you can get them for half price, that's the way to go. Still expensive, but less so.
 
For dusting, I just use the big round fish bowls. They contain the dust pretty well, and I think they were $2 or $3 at a craft supply store.

I would suggest starting with the essentials and go from there. Cage, water bottle, food/hay dishes, food and hay, dust and dust container, and bedding (fleece, shavings, pellets).

To begin with you can line the wire shelves with fleece, and then add wooden ledges, fleece tubes and hammocks as you can afford it. Same with a wheel. If you're going to have a big enough cage, a wheel isn't an immediate necessity. I wouldn't waste my money on a flimsy wheel. Just save it up for when you can buy a nice one.

As far as treats, I don't know how old your chinchilla is or will be, but treats aren't recommended until they are at least 6 months old. So you may be able to wait on those too.
 
Thank you for the advice everyone I had an idea to get my mom to let me get one and it was pretty much what Chinmama said.
I plan on getting just the things I need and then saving up for the better things. This will save a lot of money.
 
I would look in the classifieds section here for a used wheel. I just bought a used (metal) flying saucer from a member on here for $30. She happened to be in my area for a weekend, so I was able to drive to pick it up. You could also check ebay.
