Hair rings related to shedding?

Sebastian has been shedding or "priming", I guess it is called. His fur is kinda sticking out and he sheds all over me when I pick him up.
TWICE in the past month, I have removed hair rings from him. Just curious if this is related to his shedding and if there's anything I can do about it. If it's just during the shedding, I can just give him more hair ring checks until it's over.

It probably is because the more fur that is around the more chances he has to get it stuck around his penis. You could comb him out to get some of the fur out so it doesn't have a chance to get stuck down there. More dustbaths can help to some extent.
