Assuming the chin is otherwise healthy there are a few things that can commonly cause the fur to not be as nice.
How often are you giving dust baths and with what kind of dust? over or under bathing can affect the fur quality as well as the kind of dust you are using.
Are you feeding a good quality pellet only food (in addition to hay)? Diet can affect how the fur looks and feels.
Do you brush/comb him? If so do you use a comb or a brush, combs work better since their fur is so thick most brushes don't reach the skin. If you do comb it's also best to comb and then give a dust bath after, it will allow the dust to coat and clean the whole length of the fur and help remove any loose fur you missed.
