Recently the hair on my chinchilla's chin has become clumped and hard, like the fur is getting stuck together and forming tiny spike shapes around his chin. I started giving him more dust baths and that seemed to help but then I noticed another spot with hard clumped fur close to his right leg and thats when I started getting worried. Emergency might be overrated but I just need to know if this is bad or not.

It sounds like he might be drooling, then is drying into the fur. They use their paws and front legs to wipe their mouth when drooling too so that would explain the same issues happening on his leg. I would get him checked out at the vet he could have a tooth issue. It could be something simple and/or treatable like something stuck in his teeth, a sore in the mouth, tooth spurs, overgrown molars trapping the tongue, or could be something more serious like malo.
