What are some of your suggestions on how I should begin the bonding process with my baby chins? Is it ok to introduce treats to 10 week old chins? If so what kind of treats should I have? I know that they will always have to have hay in their home but how much pellets should I be feeding them per day/hour?

Most of the bonding at first is simply being there, sit by the cage, talk, read aloud, sing, etc. You can also put your hands in the cage and let them climb on you, let them come to you. No treats until 6 months old, unlimited, primarily alfalfa, hay but some timothy is good too, and unlimited pellets (until a year then cut it back to 2 tb a day). You can use toys and chew sticks to help with bonding though, so you have something you can give, they is no limit on chew toys and sticks. You can also use strands of different kinds of hay or hay pieces (seed heads are some chin's favorite parts) as "treats" you can hand the chins.
