Default Shaggy fur even after dust bath

Hi, Iíve had my second chinchilla for few months now (Iíve been fostering him and only recently adopted). The whole time that Iíve been taking care of him he has had shaggy fur around his rump. His fur is quite dense, not as soft as my other guy. Even after a dust bath. He just has some longer pieces of fur that arenít loose. I just want to make sure heís healthy. Is this normal? Here are a few pictures.

If they aren't loose and are sticking out they could be mats. You can try to gently tug them out or use a fine toothed comb (but not right after a dust bath). Chins don't normally mat very often, but if the conditions he was in weren't good it's not uncommon.
