Bonding two young chins

We adopted a 3 month old female from a pet store who we now know was separated from her mom at six weeks. A month later we brought home a five month old female from a breeder. We have been giving them playtime together most days and switched their cages for a day to try to get them used to each other's scent. It has been about a month now and they are still antagonizing each other and fur is still getting pulled out. How long should we try to get them to be friends before giving up? Is there anything else we should try?
 
It could be several months for them to bond, maybe not even at all. Be prepared if that were to happen. Also, did you quarantine the new chin before introducing them? Some people use the cage-in-cage method, putting one chin in a smaller cage and put the smaller cage in the larger cage. Another way people introduce some is putting them in the same carrier and going for a car ride- they'll probably be too scared to fight each other and huddle together. Hopefully someone more experienced will comment as well :)
